Without a buffer, a team that plans every hour against an average workload has little room for a security request, a production fix, or a change that takes longer than expected. The buffer is a planning assumption, not a promise that every request will receive immediate attention.
A practical example
A team schedules regular feature work and reserves part of its weekly engineering time for review rotation. When a sensitive configuration change arrives, the assigned reviewer can examine it without silently pushing every other review into a longer queue. The team records the request type and resulting wait, then revisits the rotation when the buffer is repeatedly consumed by ordinary demand rather than exceptional work.
How to use it carefully
A buffer that is too small creates visible queues and rushed decisions. A buffer that is too large may leave implementation capacity unused or hide an ownership problem. Review difficulty varies by system and change, so use observed queue age, arrival rate, review findings, and developer feedback to adjust the assumption. Do not use buffer consumption as a score for an individual reviewer.
