Definition

Capacity utilization is the ratio of capacity used for a defined class of work to the capacity available for that class during the same interval. It is meaningful only when both numerator and denominator are defined consistently.

Utilization is a ratio

Capacity utilization compares used capacity with available capacity. A team may define available capacity as planned engineering hours, staffed service time, or a forecasted throughput range. Used capacity might cover feature work, maintenance, incidents, or another class. The policy must say what is included.

A concrete example

If an illustrative team has 100 planned engineering hours and spends 70 on planned delivery work, utilization for that class is 70 percent. The remaining 30 hours are not automatically waste. They may cover support, learning, coordination, or unplanned work that the plan omitted.

Avoid the full-utilization trap

High utilization can leave no room for variation, so small disruptions create large queues. Low utilization can indicate slack that helps absorb urgent work, but it can also reflect missing demand or an inaccurate capacity estimate. Interpret the ratio with flow outcomes.

Limitations

Knowledge work is not a machine with a reliably measurable hourly output. Activity volume is not equivalent to value, and individual utilization targets can encourage harmful multitasking. Use the measure at the system level and inspect its assumptions.
