Backlog health

Definition
Backlog health is an assessment of whether queued work has enough clarity, relevance, and prioritization to support reliable replenishment. It is a judgment supported by measures rather than a single universal score.
More than a short list
A healthy backlog is not simply small. It contains enough well-understood, relevant work to keep replenishment deliberate without pretending that every idea is a commitment. Useful signals include stale-item share, missing acceptance information, duplicate requests, and the time needed to prepare an item.
A concrete example
An illustrative team has 25 ready items, but 12 refer to an old architecture and four lack an owner. The queue looks full while offering little dependable demand. A short review that removes obsolete items and clarifies the next few items improves health without increasing capacity.
Connect health to flow
Compare backlog condition with arrival rate, WIP, and cycle time. If active work is slow because requirements are repeatedly clarified after selection, the remedy may be better replenishment rather than another developer. Keep product and engineering participants close to the decision.
Limitations
Backlog health is partly contextual and cannot be reduced to a benchmark. A research queue should not be judged by the same readiness rules as regulatory work. Record the policy behind any score so it remains interpretable.
