I build the identity and vetting systems the federal government runs on, and I'm now building the AI layer. Over 20+ years I've architected three consecutive TSA programs — TIM, Screening Services, and now VCS, the consolidated successor — covering TSA PreCheck, TWIC, HME, and 10+ credentialing populations processing millions of applicants annually. Work I'm proud of across those programs: cutting manual adjudication ~20% by designing the Biographic Similarity Service; consolidating a decade of legacy credentialing systems into one person-centric adjudication platform; delivering PIV authentication and RapBack for the Aviation population in two months; replacing COTS biometric matching with direct IDENT/HART integration; and implementing SCP03 secure channels and key diversification for PIV/TWIC smart cards, including a custom Java KDF framework for PUK and Admin Key derivation. At IronLayer AI I'm building VetoraAI — an LLM-based vetting platform using multi-agent orchestration, document analysis, and metric-learning biometrics on PostgreSQL/pgvector and FastAPI with TensorRT-optimized inference. The hard part isn't the model. It's making an AI decision defensible when it determines whether someone gets a credential: accuracy measured against adjudicator ground truth, false-positive posture tuned to the real cost of redress, human-in-the-loop thresholds, drift monitoring, and audit trails that survive IG review. As VP & CTO of SMITSYS, I also know the parts of federal deployment that stall commercial AI teams for years. I serve as Facility Security Officer for our Secret-cleared facility, operating under GSA Alliant 2, DHS EAGLE II, and TSA OASIS II — so NISPOM, IL5/IL6, and FedRAMP High are things I've worked from the inside, not read about.
