About Samih Fadli, Ph.D
Samih Fadli, Ph.D is Chief AI Officer, CTO Physical AI Autonomy Systems at Cognizant. Location: United States.
I’m a builder of intelligent systems across startups, enterprises, and sovereign research programs, designing AI that scales from first prototype to exascale infrastructure. Over two decades, I’ve founded and led ventures such as Quantum Bionic Labs and built multi-hundred-million-dollar AI practices at Deloitte and Accenture, while helping to lead Orion Space’s transformation into a sovereign, value-aligned AI organization. My work spans cloud, edge, and quantum environments, integrating multimodal reasoning, LLM orchestration, and value-aligned decision frameworks for mission-critical domains. I specialize in architecting sovereign, value-aligned AI, designing reward-model alignment for agentic and multimodal LLMs, controlling ethical entropy, and engineering exascale AI infrastructure. With a Ph.D. in Quantum Computing, I approach AI as both an engineering discipline and a moral responsibility bridging theoretical physics, large-scale compute, and the ethics of autonomy. I believe that the most powerful AI systems are not just the fastest or the most accurate, but the ones that are trusted. Trust is not a feature you add at the end; it is an architecture you design from the beginning. Throughout my career, I have championed the principle that autonomous systems must be transparent in their reasoning, accountable in their decisions, and aligned with the values of the humans and institutions they serve. As the first Chief Technology & Innovation Officer for North American Aerospace Defense Command (NORAD), I helped pioneer sovereign and ethical AI architectures grounded in safety, transparency, and human alignment. Earlier, at Publicis Groupe, I architected COSMOS.AI a global cognitive-computing platform that unified data, analytics, and reasoning across 113 agencies and brands, laying the foundation for interpretable, scalable AI years before the current generation of large language models. Today, my focus is on advancing value-aligned and ethical machine-intelligence architectures: AI systems that combine autonomy with conscience, performance with purpose. I’m deeply invested in agentic and multimodal frameworks, retrieval-augmented intelligence, and human-in-the-loop learning pipelines that preserve moral and operational integrity as AI expands into critical infrastructure. NOTE: This narrative was written personally, not generated by AI. It reflects my own experience, philosophy, and voice. — Dr. Samih Fadli Ph.D. Quantum Computing
