Dan Carter, P.E. is Chief Technology Officer (CTO) at JSI. Location: Tulsa, Oklahoma, United States.
As Chief Technology Officer at JSI, I lead our technology and innovation strategy with a particular focus on artificial intelligence, AI-enabled product development, and the application of emerging technologies to the broadband and telecommunications industry. A major part of my role is identifying where AI can create meaningful business value and turning those opportunities into practical products, platforms, and capabilities. That includes developing AI-powered tools for JSI's own operations as well as new solutions that can help our broadband clients design networks, operate more efficiently, make better decisions, and deliver better service to their customers. My focus extends beyond simply adopting AI tools. I am working to build the people, architecture, development practices, partnerships, and product-development framework necessary for JSI to rapidly move ideas from concept to working solutions and ultimately to scalable products and services. Areas of focus include: • AI strategy and applied artificial intelligence • AI product development and commercialization • Agentic AI, AI-assisted software development, and workflow automation • Broadband engineering and network-design automation • GIS and geospatial technology • Software architecture and technology platforms • Product and technology partnerships • Innovation, rapid prototyping, and new product incubation • Technology-enabled managed services and recurring-revenue solutions My background combines technology leadership, engineering, entrepreneurship, consulting, and executive management. I am a Professional Engineer and have spent much of my career working at the intersection of telecommunications, broadband infrastructure, engineering, business strategy, and emerging technology. Throughout my career, I have helped build companies, develop new products and services, lead major broadband initiatives, and bring new technologies into practical commercial use. Today, my focus is applying that experience to AI: determining where it can materially change how JSI and our clients work, building the products and capabilities to make that happen, and helping position JSI for the next generation of the broadband industry.
