About Chin Kuo

Chin Kuo is CTO at First Due. Location: Brooklyn, New York, United States.

I joined First Due as the 4th employee, stepping in to replace the original CTO and rebuild the company’s technology foundation. Since then, I’ve helped lead First Due’s growth from an early-stage startup into a 500-person, $355 million-funded leader in public-safety software, serving fire, EMS, and government agencies across North America. As Chief Technology Officer, I’ve driven the company’s evolution into an AI-first SaaS organization, creating our AI-Driven Product Development Lifecycle (AI-PDLC) that integrates LLMs, MCP frameworks, RAG pipelines, automated QA (Playwright MCP, Figma Dev Mode), and AI observability. These initiatives have transformed how we design, build, and deploy mission-critical software, accelerating delivery while improving reliability and compliance. Beyond my CTO responsibilities, I also oversee infrastructure, data governance, and security/compliance programs — including FedRAMP, StateRAMP, SOC 2, HIPAA/BAA, India CERT-In DSP, and Data Security Program (DSP) frameworks. I’ve led technical due-diligence efforts for strategic investments and am currently guiding our migration from an IL5 environment to AWS GovCloud to support federal business expansion. Prior to First Due, I founded multiple successful startups that were acquired, generating strong returns for investors and creating hundreds of jobs worldwide. I’ve also built and managed large offshore engineering teams across China, India, Israel, Europe, and the U.S., leading global organizations of 500+ developers and QA engineers in previous ventures. My leadership philosophy centers on combining technical depth with strategic vision — transforming complex systems into secure, intelligent products that deliver real-world impact for first responders and government partners.
